DBE Homeschool Registration: What Documents Do You Need?

Complete document checklist for DBE homeschool registration in South Africa, province by province, with the two documents that make or break your application.

The single biggest reason homeschool registration applications are rejected or delayed in South Africa is incomplete documentation. Parents submit with the right intention but the wrong paperwork — and then wait months to find out something was missing.

This article gives you the complete document checklist for DBE homeschool registration, province by province.

The Universal Documents (Required in Every Province)

  • Completed provincial application form — download from your specific provincial education department website
  • Certified copy of child's birth certificate — certified by a commissioner of oaths, not older than 3 months
  • Certified copy of parent/guardian ID document
  • Proof of residence — utility bill or bank statement, not older than 3 months
  • Most recent school report or assessment results — if your child was previously in a school
  • Motivation letter — explaining why you are choosing home education for this specific child
  • Learning plan / curriculum outline for the year ahead

The Documents Most Parents Get Wrong

Motivation letter: This is not a form letter you download from the internet. The department wants to understand your specific child, your reasons for choosing home education, and your plan for ensuring educational continuity. A generic motivation letter is one of the most common reasons for rejection.

Learning plan: This must show curriculum alignment. Which subjects will you cover? How will you assess progress? Which curriculum are you following — CAPS, IEB, or Cambridge? Vague plans are rejected. Specific, structured plans are approved.

P² writes your motivation letter and learning plan to DBE specification, tailored to your province and your child. R999 once-off.

Province-Specific Requirements

Gauteng: Submit to gdehomeeducation@gauteng.gov.za. Gauteng has a relatively structured process and one of the higher approval rates in the country when applications are complete.

Western Cape: Submit to the WCED regional office. The Western Cape requires a more detailed curriculum plan than most other provinces.

KwaZulu-Natal: KZN has historically had one of the lower approval rates — approximately 1.69% according to Pestalozzi Trust data. A professionally prepared application is especially important here.

Other provinces: Contact your provincial education department directly for current requirements.

Requirements change. Always verify before submitting.

How Long Should the Documents Take to Prepare?

If you are preparing everything yourself, allow two to three weeks. The motivation letter alone requires careful thought and several drafts. The learning plan requires curriculum research.

P² prepares your complete package within 24 hours of receiving your details. Province-specific. Legally correct. Ready to submit.
